A News5 crew caught a man named Robert Blair Carabuena manhandling an MMDA officer. The video doesn't really tell us what triggered Carabuena's outburst and why he slapped the MMDA officer (who was later identified as Saturnino Fabros) in the middle of a busy street.

Since this video became viral, Carabuena has deleted his Facebook, Twitter and other profiles in social networking sites. However, I was able to pull up his profile on LinkedIn through Google Cache. He's working at Phillip Morris' recruitment department.
